JIAT Issues Statement Regarding the Allegation that the Coalition Forces Carried out an Airstrike that Partially Damaged the Emergency Department and Inpatient clinics in a Hospital in Al-Sawad Area in Sanhan Directorate of Sana'a Governorate on 13/0

A statement was issued by the Joint Incidents Assessment Team (JIAT) regarding the allegation that the Coalition Forces carried out an airstrike that partially damaged the emergency department and inpatient clinics in (a hospital) in (Al-Sawad) area in (Sanhan) directorate of (Sana'a) governorate on (13/01/2022); it reads as follows:
 "With regard to the United Nations High Commissioner for Human Rights (UNHCHR) announcement dated (18/01/2022), which stated that on (13/01/2022) an air strike partially damaged the emergency department and inpatient clinics in a hospital in (Al-Sawad) area in (Sanhan) directorate of (Sana'a) Governorate, reports sated that Coalition Forces airstrikes targeted a military camp near the hospital.
 JIAT vetted the incident, and reviewed all documents, including air tasking orders, daily mission schedule, mission execution procedures, after mission reports, video recordings of the executed mission, satellite images, Coalition Forces No Strike List (NSL), Coalition Forces rules of engagement, provisions and principles of International Humanitarian Law and its customary rules, and after assessment of evidences, JIAT found the following:
 (Al-Sawad) area is located in (Sanhan) Directorate, in the southern part of (Sana'a) City.
 The claim did not include the coordinates nor the name of hospital of the claim.
 There is a military camp called (Al-Sawad camp) located in (Al-Sawad) area near by the (48 Model Hospital), which is included in the Coalition Forces No Strike List (NSL).
 By studying the air missions carried out by the Coalition Forces on (13/01/2022), which is the date of the claim, JIAT found that the Coalition Forces received intelligence information about the presence of armories, and missiles, drones workshops, belonging to Al-Houthi armed militia, inside the (Al-Sawad military camp) in (Sana'a) City.
 Accordingly; Coalition Forces at (1:20) am on (13/01/2022) carried out an air mission on a military target (armories, and missiles, drones workshops) belonging to Al-Houthi armed militia, at specific coordinates inside the (Al-Sawad military camp) in (Sana'a) city, using guided bombs that hit their targets.
 The Coalition Forces have taken the feasible precautions to avoid accidental loss or damage to civilian and civilian objects, or in any case, minimize it to the lowest possible, during the planning and execution of the military operation, based on article (57) of the First Additional Protocol to the Geneva Conventions, and rules (15) and (17) of customary international humanitarian law, through the following:
 Considering the presence of prohibited locations (48 Model Hospital) during the planning and execution stages.
 2. Using guided bombs that are commensurate with the size of the military target.
 3. Choosing a suitable time to execute the military operation at (01:20), which is late at night, to insure that there are no civilian presence.
 By studying the after mission report, JIAT found that the bombs directly hit their designated impact points.
 By studying the video recordings of the executed mission, JIAT found that the bombs directly hit their designated impact points.
 JIAT specialists studied the satellite images of the military targets' location after the date of the claim, and found the following:
 Traces of aerial targeting on the locations of the designated impact points.
 2. The closest designated impact point is (210) meters away from of the (48 Model Hospital), which is a safe distance and outside the side effects of the targeting.
 3. No damage on the buildings and fences that separate the hospital from the military target
 JIAT specialists studied the satellite images of the (48 Model Hospital) buildings and their annexes after the date of the claim, and found no traces of aerial targeting on it.
 In light of that, JIAT found that Coalition Forces did not target (an emergency department and inpatient clinics), in a hospital in (Al-Sawad) area in (Sanhan) Directorate of (Sana'a) Governorate on (13/01/2022), as claimed".
