Energy Ministry Affirms Licensing Requirement for Petroleum, Petrochemical Activities
The Ministry of Energy has reiterated that all activities involving petroleum and petrochemical materials must obtain the necessary licenses from the ministry.
This procedure aligns with the Law of Petroleum and Petrochemical Products issued by Royal Decree No. (M/139) dated January 12, 2025, which replaces the Law of Trade in Petroleum Products.
The ministry stated the new law aims to ensure the security and reliability of petroleum and petrochemical supplies. It also seeks to strengthen oversight of sector operations, raise compliance levels, and curb violations, thereby maximizing the value of raw materials and advancing them to higher stages of production.
The law protects the interests of consumers and licensed operators and supports the energy objectives of Saudi Vision 2030.
Key activities covered by the licensing requirement include sales and purchasing, transportation, storage, usage, import and export, as well as packaging and processing.
Entities engaged in petroleum-related activities must obtain the required licenses in accordance with the law and its executive regulations.
The law forms part of the ministry’s efforts to regulate petroleum and petrochemical operations from source to end user.
