JIAT Issues Statement Regarding Allegation that Coalition Forces Targeted Plastics Factory in Al-Geraf Area Village of Al-Thawrah Directorate in Sana'a on 10/04/2019, and Targeted Building in Mazra'ah Village of Kushar Directorate in Hajjah Governorate on 19/09/2017
A statement is issued by the Joint Incidents Assessment Team (JIAT) regarding the allegation that the Coalition Forces targeted a plastics factory in Al-Geraf area of Al-Thawrah Directorate in Sana'a on 10/04/2019 as follows:
"With regard to what was reported to JIAT, that at 4:30 am on 10/04/2019, Coalition Forces targeted a plastics factory in Al-Geraf area of Al-Thawrah Directorate in Sana'a with three guided missiles, according to the report, the first and second missiles hit a raw materials warehouse, and the third hit the workers' housing, and led to a fire.
JIAT vetted the incident, and reviewed all documents, including air tasking orders, daily mission schedule, mission execution procedures, after mission reports, satellite images, the statement of the representative of the legitimate Yemeni government in JIAT, Coalition Forces rules of engagement, provisions and principles of International Humanitarian Law and its customary rules, and after assessment of evidences, JIAT found that the Al-Geraf area is located in Al-Thawrah Directorate north of Sana'a city. No coordinates of the claimed location were provided.
By studying the air missions carried out by the Coalition Forces on 10/04/2019, which is the date of the claim, JIAT found that the Coalition Forces did not carry out any air missions on Al-Geraf area.
By studying the daily mission schedule carried out by the Coalition Forces one day prior and one day after the claimed date, JIAT found the following:
1.On 09/04/2019 the day prior to the claimed date, JIAT found that the Coalition Forces did not carry out any air missions on Al-Geraf area.
2.On 11/04/2019 the day after the claimed date, JIAT found that the Coalition Forces did not carry out any air missions on Al-Geraf area.
In light of that, JIAT found that Coalition Forces did not target a plastics factory in Al-Geraf area of Al-Thawrah Directorate in Sana'a on 10/04/2019, as claimed."
Moreover, a statement is issued by the Joint Incidents Assessment Team (JIAT) regarding the allegation that the Coalition Forces targeted a building in Mazra'ah village of Kushar Directorate in Hajjah Governorate on 19/09/2017 as follows:
"With regard to what was received by JIAT that Coalition Forces targeted a building in Mazra'ah village of Kushar Directorate in Hajjah Governorate, on 19/09/2017. Coordinates of the claimed location were provided.
JIAT vetted the incident, and reviewed all documents, including air tasking orders, daily mission schedule, mission execution procedures, after mission reports, satellite images, Coalition Forces rules of engagement, provisions and principles of International Humanitarian Law and its customary rules, and after assessment of evidences, JIAT found that the claimed house is located at approximately 500 meters away from Mazra'ah village, which is located in a mountainous area in Kushar directorate in the eastern part of Hajjah governorate.
By studying the air missions carried out by the Coalition Forces on 19/09/2017, which is the date of the claim, JIAT found that the Coalition Forces carried out an air mission on a military target in Kushar Directorate of Hajjah Governorate, approximately 4500 meters away from the coordinates of the claim, using one guided bomb that hits its target.
By studying the after mission report for the missions carried out, JIAT found that the bomb hit its target precisely.
JIAT specialists studied the satellite images of the military target location, and found traces of aerial targeting on it.
By studying the daily mission schedule carried out by the Coalition Forces one day prior and one day after the claimed date, JIAT found the following:
1.On 18/09/2017 the day prior to the claimed date, JIAT found that the Coalition Forces carried out an air mission on a military target in Kushar Directorate of Hajjah Governorate, approximately 1400 meters away from the coordinates of the claim, using one guided bomb that hits its target.
2.On 20/09/2017 the day after the claimed date, JIAT found that the Coalition Forces did not carry out any air missions on Mazra'ah village.
JIAT specialists studied the satellite images the claimed building, before and after the date of the claim, and found the following:
1. The claimed site is an isolated building, located in a mountainous area near an unpaved road.
2. No traces of aerial targeting on the claimed site.
By Comparing what was stated in the claim with the air mission carried out on the date of the claim, JIAT found that the location of the claim does not correspond to the location of the military target, which is approximately 4500 meters away from the claimed location.
In light of that; JIAT found that Coalition Forces did not target a building in Mazra'ah village of Kushar directorate in Hajjah governorate, on 19/09/2017, as claimed."
